Brown the beef: In a large skillet over medium-high heat, cook the ground beef with the onion and garlic until the beef is browned and the onion is soft, about 6 to 8 minutes. Drain excess fat.
Add the rice and liquid: Stir in the rice, beef broth, diced tomatoes, paprika, salt, and pepper, scraping up any browned bits from the bottom of the pan.
Simmer: Bring to a simmer, then cover and reduce heat to low. Cook for 18 to 20 minutes, or until the rice is tender and the liquid is absorbed.
Top and serve: Sprinkle with shredded cheese if using, cover for 2 minutes to melt, then serve warm.
